Funds Disbursement -> Error Page Sporadically

We are on 12.2.5 of EBS. In the Funds Disbursement OAF page, we sporadically receive the error message below. Our users can hit the back arrow and then re-click on the same thing and it will work the second time. Any thoughts on why this function would work some times and fail occasionally?

The error message is:
