Why do my custom password verify functions periodically get removed from the profiles?

After upgrading from 11.2.0.3 to 19.10, periodically something is removing the custom password verify functions from the profiles. Is there some configuration causing the $ORACLE_HOME/rdbms/admin/utlpwdmg.sql to be rerun automatically? Would adding our custom functions to that script resolve our problem? Or something else entirely?
