When does "Wait List if class is full" check box appear in self service enrollment

Hello,
Our institution is on Student Records 9.2 with Image 22 installed in production.  We are on Ptools version 8.57.22.
When students are enrolling through self service (not fluid), when does the check box for "Wait List if class is full" appear?  Or are there any times when it does not display for students?  My testing is not returning consistent results.  Thank you
