Oracle 11.2.0.4 client

in Database Security Products (MOSC) Question
With all available patchsets (and any MES patches) does Windows client 11.2.0.4 have the ability to support SHA2 crypto? We need 11.2.0.4 client to connect to a 19c (with the July patchset) DB. As of the July patchset we had to specify weak cyphers so it would work. We'd prefer if possible to not have to specify weak cyphers. Yes I know we should move off of 11.2 client but we need it for oo4o for the time being.
