What would cause an SEA3019 when stopping JWalk

I have a program that I run to shutdown processes prior to backup or IPL the system. In one section I have ENDJWKSVR, ENDLMSTCP, and ENDLEGASRV (yes, I am running both versions of GUI access). The last time I ran this process I received the message SEA3019, END REQUEST FOR J WALK SERVER PROFILE &1 NOT PROCESSED and the process stopped. I have since added a MONMSG for the message but I was wondering if I was running something out of order or missing something on the commands. Thanks.
