12c data guard migration to 19c data guard

in High Availability Data Guard, Sharding and Global Data Services (MOSC) 1 commentAnswered
With zero downtime requested by the customer, we're trying to find out what is the best way to migrate 6 pairs (each pair is 2-node cluster) of 12c data guard clusters to another 6 pairs (2-node each pair) of 19c data guard clusters. 
Suggestions?
