Peoplesoft TL Autoenrollment for new hires- Not created TR data row

We are using Peoplesoft HCM 9.2 with PT 8.56.
I followed the Setup and Testing with Demo Data ( Doc ID 2147327.1 ) document and setup completed. This process works well for all transfers and moving one department to other. But only for new hires not working. Am I missing something in the configuration? Please advise
