Can you restrict users to only be able to create a requisition that will source from inventory?

I am looking to restrict some users to create requisitions that will only source from inventory (so if there is nothing in stock, then it will not auto-create a PO), and having another group of users be able to create requisitions that go to PO (potentially could source from inventory first).  Is there a way to do this?
