Windows : Jdev 12.2.1.4 for Developing oracle soa suite applications

Team,

Do I have to install whole "Oracle Soa Suite" for developing soa applications or just the jdev installation is good enough? I am not planning to deploy the soa projects that I develop using  jdev 12.2.1.4, to integrated weblogic that comes with oracle soa suite.

I have 12.2.1. Oracle SOA Suite on my machine with older version of jdev 12.2.1

Now I want jdev 12.2.1.4 to develop soa applications against 12.2.1.4. So downloaded jdeveloper using below:

https://edelivery.oracle.com : search "Oracle JDeveloper".
