Should I expect any template-built rules for specific templates to come delivered?

I am looking at the templates TEMPLATE070 and TEMPLATE071 and I have no current rules associated with either of them.  When I go to add a new value and use one of these templates, should I expect any rule definitions to be pre-defined?
