Planning - Failed to Sync with user Provisioning

Team,

i have a unique issue, when a native user logs in to planning application its working good. at the same time when an SSO user logs in to planning application getting the error mentioned in the question" Failed to Sync with user provisioning" i raise a SR with Oracle support its more than month now the DEV team is working on on it.( Planning and Essbase are two different server)

i tried below

1. check the LDAP configuration- SSO team confirmed that the LDAP is getting the request from Hyperion server
2. Re-validated the Planning data source was able to connect with both Oracle tables and essbase
