Manage EBS favorites for multiple users in 12.2.10?

Hi, all! I've been trying to find a way to add/manage favorites from a higher level where I can apply changes to multiple users. I have yet to find any exact documentation as to whether this is possible and if so, how to perform this. Does anyone have a resource document that covers this?
