21c DB install failing on Windows Server 2019 "Unable to check for available memory"

Product Oracle Database 21.3.0.0.0 Database Configuration Assistant on Windows SERVER 2019 Standard (on VMWare). 

I'm installing Oracle 21C database for the first time on my Windows Server development system from WINDOWS.X64_213000_db_home.zip. 
I'm running setup using the administrator user with a clean PATH. The first issue I get is a message indicating that my OS is not supported:

[INS-13001] Oracle Database is not supported on this operating system. Installer will not perform prerequisite checks on the system.

I checked Oracle support and Windows SERVER 2019 Standard is listed as supported for Oracle 21C database. 
If I continue with the installation by creating a database I get an error during configuration:
