Network Encryption In-Transit vs Licensing

Hi
Some Oracle documentation states that the use of Native Network Encryption In-Transit requires a special license (Adv. Security?). I find in other documents that for Enterprise Ed. such an Encryption is already in place. I would like to ask for a document that confirms the regulation with Encryption  for Oracle RDBMS version 12.1 and above.
