Can I increase CPU and double Memory RAM on Database System?

RAM was doubled on the primary database server (now 64GB), CPU increased from 4 to 6. Before to added the memory, the system was unresponsive. My question is heading if it is a bad procedure to change RAM and double the CPU with the systems up and running. Could have been another possibility to fix up the issues without restarting the database system? Increase memory and CPU could have been served to recovery the unresponsive system?
