APP-FND-00558: Examine cannot get the value of $PROFILES$.USERNAME

Hi All,

Error: 
APP-FND-00558: Examine cannot get the value of $PROFILES$.USERNAME
Cause: An error occurred while getting the value of $PROFILES$.USERNAME.
Action: Check if the field or variable exists.

Above error is occurring in 12.2.3 EBS version only for One user in All forms.
User is performing below to replicate the issue
After logging in with issue user open any form -> Help -> Diagnostics -> Examine -> Block:$PROFILES$ -> Field: USER_NAME
