Work terms records are required when you create or update assignments

Hi Team,

I am getting the following error while updating the assignment records without work terms.I know we have lot discussion related to this issue but I dont have the proper answer for this issue. because I am trying to load 50 emp, 40 got loaded without work terms but 10 got errored out.

Note: No manual changes happened on that 10 records and all the records loaded by HDL only.

Error Message: Work terms records are required when you create or update assignments
