How can I download sqldeveloper separately or how to configure it from the DB home?

Oracle Database 19c Enterprise Edition Release 19.0.0.0.0 - Production
Version 19.12.0.0.0



I did an upgrade to 19c. When I search through the windows start menu underneath the 19c Oracle_Home, I don't see SQL developer.  I search Oracle_Home/sqldeveloper/sqldeveloper/bin then try to run it from here and I get the results below:
