EBS attachments stored in database

Hello all . 
I've been asked to move EBS attachments stored in oracle database to Webcenter content . 
i searched the internet but all the searches leads to managed attachments adapter . which is not the case . 

is there a way or tool that can migrate the attachments from the oracle database to oracle webcenter ?
