How to view submitted resignations - not routed to the manager - PS 9.2 Fluid PUM 37 Tools 8.58

An employee submitted a resignation, and it shows as Status = Submitted. It did not route to the manager. He received no email notification, there is nothing in the bell icon, and nothing in the Approvals Tile. As administrator, where can we go to "unstick it" so it routes to the manager?

ESS>Personal Details> Employee Exit Transaction> Complete and Submit
