Path negotiate process between client and NCN?

Hi,

Can anyone tell me the negotiate process between client and NCN to transition a path from DEAD to GOOD?

I'm thinking of the situation where a path has been DEAD and then goes GOOD, for example an LTE link that has been down then comes back into coverage.  Is there a SYN > ACK type handshaking situation etc?
