Deactivating HR to HR Workforce_Sync and Jobcode_sync IB

After our 9.2 upgrade we ended up with our PeopleSoft HCM publishing (and failing) the following service operations to itself (HR to HR, same environment)
PERSON_DATA
PERSON_SETUP

Is there any requirement that HR publish to itself? I'd like to just turn them off.
