UDC entries for UDOs are created at what step during a tools upgrade

Hi Team,

I have a situation where my UDC entries for the new UDOs which were created after a tools upgrade are wiped out when I did a Data Conversion for application upgrade. 

Now I want to get those UDCs populated in the environment, how can I get this, at what step the UDCs are populated ?
Also, is it normal for the UDC values to be deleted after a data conversion ?
