IN ALERT.LOG ALTER SYSTEM: Flushing buffer cache inst=0 container=255 global

In alert.log there is a message:ALTER SYSTEM: Flushing buffer cache inst=0 container=255 global  , then there are many network problems and the application is very slow. NO person ever run alter system flush buffer_cache.WHY does the message appear?

RAC 4 nodes ,12.1.0.2,the message is only in node 2's alert.log，but all nodes are unavailable.
