"First Responder Wins" Not Working With More Than One Approver for (oracle.apps.gmd.qm.spec.sts)

On : 12.1 version ,

for (Process Quality Spec Status Change Approval) transaction type ,

(oracle.apps.gmd.qm.spec.sts) Business event Work flow.

"first Responder Wins" Not Working With More Than One Approver in the Same approver group .

Simple requirement we have 1 approver group in Transaction Type "Process Quality Spec Status Change Approval" which in every group Two persons . the notification will be sent to each person If one of them have approved the specification ,then the specification status will change to approved for general use .

How can i Do this scenario?
