Agile 9.3.4 attachment addition/removal in EC

We've been asked to limit where specific users can add or remove attachments on an EC both on the EC and its affected items. In other words, a user can add or remove attachments in 2 of the workflow steps but no others regardless if the EC is released or still in progress. I'm pretty sure the Add to Table privileges take care of this but I am not sure how to use these to limit it's use. Can anyone help please?
