Weblogic Managed Server forms_server1 Memory Settings

We are on EBS 12.2.5. By default the forms_server1 was installed with parameters -Xms512m -Xmx512m. We have not had a problem with it but the I have noticed the free heap down as low as 19m.

So, what is there some rule of thumb on how much memory this managed server should have based on number of users?
