Waiver on Tuition Calculations

Hello dear community,

I am using the equation to calculate classes that a student never had dropped and had dropped. The waivers are applying also for charges that are not in the priority charge list, each waiver has its own priority list.

For example:

It is not applying the amount in the correct for and also it does not respect the charge priority list. If someone could tell me how to fix it or the reasonthat is happening?.
