Can application interoperability patches for 19c be applied months prior to the DB upgrade?

We are upgrading our 12.1.3 EBS application from an 11.2.0.4 database to 19c database. Can the application pre-requisite patches (like the 19c interoperability patch) be applied to the application for a few months while still running on the 11.2.0.4 database or do they need to be applied during the same outage as the 19c database upgrade? This includes the interoperability patch (30033914) as well as the AD (29905536 & 30370150), OAM and TXK patches required to use 19c database with EBS.
