Apex 19.2 / 20.2 Error Messages Accessing Builder with DBFIPS_140 Set to TRUE.

Currently working on STIG review of a test database server for a client. Specific vulnerabilities are V-220294 and V-237739, both dealing with FIPS_140.

Current Application Express applications work as expected when DBFIPS_140 setting is set to FALSE. However, setting DBFIPS_140 to TRUE results in unexpected behavior and inability to access applications or Apex Builder.

Pointing the browser at the correct 20.2 URL results in an Apex error page, "Error processing request. Contact your application administrator."

Pointing the browser at the correct 19.2 URL results in an APEX error page as described in Doc ID 1962741.1.

I am running a 19.3 database on Windows 64bit with October 2021 Bundle applied.
