CA payroll - Critical Care Deduction not calculating

I was just informed by my payroll specialist and benefits manager that the DBAs for CA payroll for Critical Care have not calculated on anyone since January 2021. These are not new DBAs, they have been in existence since 2013. The only thing that I know of that changed, was that we upgraded from JDE 9.1 to JDE 9.2 in the middle of January 2021. I've checked all of the obvious things and can't seem to find what is causing our problem.

The DBAs are per employee election and is not calculating for anyone with these elections. There are not end dates. The employees have wages, the DBA method is 'flat dollar', method of calculation is 3.
