Debrief option is not visible in technician portal for FSE

Hi Team,

Debrief option/Receive parts quick link is not visible from technican portal for an FSE. This issue is happening with only this FSE. I made user the subinventory owner in resources/subinventory form is checked. Can you please suggest your inputs.

When I login with FSE credentials it works but it doesn't work FSE. Please see the below screen shots for your reference.
