Sovos SUT (aka "Taxware") reports, FRM-40512: ORACLE error: unable to issue SAVEPOINT command

We're currently on EBS 12.1.3 but are upgrading to 12.2.10. Using Sovos SUT (often referred to as Taxware) and we can connect to the database but most of the reports won't open and the error at the bottom of the screen is FRM-40512: ORACLE error: unable to issue SAVEPOINT command.

This error is occurring with our first upgraded instance. Also upgrading the db to 19c. We've set SQLNET.ALLOWED_LOGON_VERSION_CLIENT=8 on the db. Anyone else experience this and know what to do?
