Translating Budget Balances Asset Accounts following different rate type

not sure maybe a bug,

- Translating our primary ledger Budget CAD$ balances to Reporting USD$ budget balances. -Setup a new rate type = BUDGET, to ensure one fixed Exchange Rate is applied to all of the translated budget balances.

-The Rev/Expense accounts followed the fixed rate under BUDGET rate type, but the Balance Sheet Inventory accounts did not. They appear to use Period Average2 rate as defined in our Currency Rate types and the daily rates under that type.

-Can we not use translation in Oracle for budget balances with one rate? The Translation setup screen is set to use the new "BUDGET" rate type for Period End and Period Average types, expecting it to look at the same rate for all balances as a result.
