Processes are randomly failing with error “ORA-01861: literal does not match format string"

We are facing some strange issues in our PeopleSoft FSCM production environment where processes are intermittently failing with error “Error Position: 538 Return: 1861 - ORA-01861: literal does not match format string“.

The strange thing is its not happening on our any of the non-prod environments. If the failed processes are restarted or rerun again they run fine and goes to Success.

We have recently upgraded our database to Oracle 19c but our client was still on 12c. Two weeks back we upgraded the Oracle Client on servers (app and batch) to Oracle 19c and after that the frequency of this error has increased. Till our client was 12c, the issue was still there but the frequency was very less like once in 2 months or so.
