PO_DISPATCH process failed with error ORA-12592: TNS bad packet failed

Hello,

We recently applied PeopleTools patch 8.58.13 and upgraded our database client to Oracle 19c.

After that PO_DISPATCH (BI Publisher) is intermittently failing with below error -

PO_DISPATCH process failed with error ORA-12592: TNS bad packet failed.

Failed SQL stmt: SELECT DATACHUNK, CHUNKSEQUENCE, CHUNKSIZE FROM PSFILEDATA WHERE FILEID = :1 ORDER BY CHUNKSEQUENCE
