SRU38 pkg update fails with conflicting actions

solaris 11.4 SRU36 installed using local repository on a VM.

GA installed SRU36 installed on local repo all Sparc and X86 systems updated to SRU36 without any issues.

Updated local repo to SRU38 pkg list -af entire shows all is ok.

X86 servers all updated to SRU38 without any issues.

Sparc servers (T8) pkg update failed at the conflicting actions part.

Looking at the messages it appears that the update is trying to install the same packages (different versions )from SRU36 and SRU38 why I dont know. There is not many packages causing this failure either.

I then used the pkg command to specify only the entire SRU38 update but it made no difference.
