How does Add, Change, Delete an Interim initiate a Changes Only payroll?

Hello,
our payroll group are looking into the "changes only" option for their payrolls. There is a note in some documentation that indicates that adding, changing, deleting interims will initiate a changes only scenario. We have been doing some testing to have a pre-payroll on and then add an interim for the same dates. The Payroll is set to merge interims and the employee is included in the payroll selection. The changes only flag is not being set on the pre-payroll.
We are just wanting to know what steps we may be missing regarding changes only when it comes to interims. If there is more documentation that we can refer to or someone has tips.
