Maintaining BAS Group IDs for Terms/Rehires

This question actually has a couple parts to it. We have PeopleSoft 9.2 and just implemented PUM 38. When we upgraded to 9.2 a couple years ago, we only created one BAS Group ID since all employees are treated the same. However, I have discovered that during Open Enrollment, ALL employees are being processed (both active and inactive). Since Termed employees aren't eligible for Benefits, their events are "Finalized-Prepared None" but we end up with quite a few processing messages that take awhile to go through. I have read that maybe we should consider creating a separate BAS Group ID
