The pluggable database CSTQA01_CDBROOT is down.(False message) what is wrong with oem?

The pluggable database CSTQA01_CDBROOT is down alert from OEM but it is up and running fine. I wanna know why this is happening because it creates panic between teams during odd hours. Please suggest where to look to resolve this.
