Has anyone had trouble with manual modifiers after upgrading to R12.2

Our manual modifiers no longer return to the pricing engine after upgrading to 12.2. We were on 12.1.3 and now on 12.2.10. I have been working with oracle development since August and seem to be going in circles with no solutions.

Here is what I am seeing..

If I change to modifiers to make them Automatic they do work as long as we set the manual_adjustments_call_flag to 'N'. When the same modifier is set back to manual and the manual_adjustments_call_flag is set to 'Y' we do not get any data. Also the Temporary tables used to select the modifiers are blank in that case.
