when are the program update date and transferred date updated in cost distribution table

we have a mismatch between the program update date and transferred date in the pa_cost_distribution_lines table in R12.2.10. It appears that when the update jobs run overnight that the transferred date is updated after the program update date and they become mismatched which affects certain OBIEE reports and DW updates.
