How to skip a stage in EX AWE when partially in use by department number

Let me set the stage: we use the reviewer role for one of our business units. It is set to select by department number. Only some of the departments have a reviewer. What we are experiencing is that if a department not covered by the assigned reviewers is used in the travel document, instead of skipping the stage, it defaults to supervisor. Is there a way to say "if not found, skip to next stage" in expenses? I am looking for how to configure to skip instead of go to default supervisor role.

We are currently using 9.2 with PUM 39.
