Why all data loading not working after upgrade to Apex 21.1

Hullo Good People,

Could someone kindly help me with a solution to this problem

On 27-Oct-2021, my APEX environment was upgraded to APEX 21.1.

Since then, I have encountered the following problems:

1- I cannot create an application from file.

2- I cannot load data to a table, under "Object Browser"

3- All my custom data loading processes that were using "oracle_data_parser" PLSQL scripts cannot run

If I try uploading a file during "create an application from file", I get the error below.
