Multiple Shipment consolidation is not working in 9.2

I have enabled transportation constants for branch plant with multiple consolidation and SOS is added to UDC 49/SD. After creating the sales orders (SO/S) which are not in fulfillment 2 diff shipments are getting created instead of one shipment.All the details and dates on both orders are same.Please let me know if I need to check any specific configuration.
