Manager ESS: Approval button dithered out for manager - but is proper manager.

In E1: Manager ESS, we have a manager that has several employees for time approval. On 1 employee, the time card never shows the approval button as available. It is always dithered out.

There are no delegates. We've validated the manager is on the employee and the employee exists in the proper job, with proper pay codes. In fact, the employee is one of 3 in the exact same role. The other 2 have the approval button for the manager.

The old manager is the only one that can approve the time card but we cannot find any reason why the new one should not be able to...where should we check?
