Applying CPU to Oracle WebLogics Server 12.2.1.3.0 Windows Server x64

My name is Ryan and I work for an insurance company that uses Oracle WebLogics for an internal application. Personally I have never updated Oracle products and I am struggling with applying CPU updates to our Weblogics and DB servers. 

After our last security audit, it was recommended that we apply the latest CPU updates to our Oracle servers. We have a pretty simple environment but I am having trouble understanding how to patch WebLogics. We only need the latest CPU for the version of Oracle we are using. This is our oldest server, I understand it is an end of life version but I am trying to get it updated to the latest available CPU. Any help would be appreciated.
