after creating new rule in AME in 12.2.10 we don't get the approval list in IP

We created a new rule - is the first time after we upgraded to 12.2.10

although setting a rule, condition and approval group when we create requisition using the category from this rule, we don't get any error and there is an information that approval is not required

any advice are welcome
