Apply button not coming in Standard Appraisal

Hi all ,

i have suffering issue in oracle performance management for EBS 12.2 , im login as employee manager and after start appraisal( fill objectives) and click continue button for some employee (Apply Button) does not come and instead (share with main appraiser button) coming .

when go with share with main appraiser option system it send notification to me and when click update action and continue then Give final rating option coming .

for other employees with same plan and same every thing , everything going smoothly , i have checked into all pms tables back end , all data are same for both cases

here Apply button does not come , and i have to go with share with main appraiser process then i can continue to next page
