How can all employee records be seen in one responsibility?

Issue: Have 2 sets of employees in 2 different business groups; access to both can be done by 2 separate responsibilities using MO: Security Profile. The question is, can any customization be applied to the Enter Employee (PERWSEMP) function by way of parameters so that both sets of employees can be queried in one responsibility? The seeded function would be set for one business group and a custom function would be set for the other.

Just curious as this would benefit user maintenance.
